Efforts of reconstruction pt.3

Johnson proposed a plan to help set up southern state governments. This was successful and Johnson approved all southern states who had created new governments (all but Texas). However, Congress wouldn’t allow the southern states back into the Union because the law makers didn’t want to work their former enemies (now leading the reconstructed southern states).
