Kiln of the first flame

Will of the council - At the beginning of your
upkeep, each player votes for either Age of Fire
or Age of Dark. If Age of Fire gets more votes,
each player draws a card at the beginning of their
next draw step. If Age of Dark gets more votes,
each player discards their hand and draws 7 cards.
(Voting takes place in turn order)
