Will of the council - At the beginning of your
upkeep, each player votes for either Imperials
or Stormcloaks. If Imperials gets more votes,
each player gains 5 life. If Stormcloaks get more
votes, each players life total becomes the lowest
life total among each players life total.
(Voting takes place in turn order)
