Meme Review

When ever a card that is meme related your
play group may review that meme if that meme
is not funny target player must exile all the cards
in his or her library as punishment.
If a player has no meme related cards on there battlefield they create a
1/1 meme of there choice and put it onto the battlefield tapped.
