Retribution Sealing

Exile target creature and return it to the
battlefield under it's owners control. Creates a
Seal counter and attach it to that creature. As
long as that creature has a Seal counter on it,
it loses all abilities and its power and toughness
become 1/1.
Those who wronged her will find their strength
turned against them, bound by the chains of their
own misdeeds.
