Shell Shocked

As Shell Shock enters the battlefield all
players exile the top card of their library.
During each players upkeep, that player may
exile the top two cards of their library.
If a player chooses to exile two cards from
their library, they may play a card from
cards exiles with Shell Shock that belong
to an opponent without paying its mana cost
during this turn.
